WASHINGTON, D.C.- George S. Freeman, City Manager of the City of Reed City recently received the
Credentialed Manager designation from The International City/County Management Association (ICMA),
the premier local government leadership and management organization. Mr. Freeman is one of more
than 1,000 local government management professionals currently credentialed through the ICMA Voluntary
Credentialing Program.
To receive the prestigious ICMA credential, a member must have significant experience as a senior
management executive in local government, have earned a degree, preferably in public administration
or a related field, and demonstrated a commitment to high standards of integrity and to lifelong
learning and professional development.
Mr. Freeman is qualified by twenty years of professional local government executive experience.
Prior to his appointment in 1998 as City Manager of the City of Reed City, he served as a Commissioned
Officer in the U.S. Army (retiring as a Lieutenant Colonel) and as the Director of Planning for the
City of Billings and Yellowstone County, Montana. He earned Bachelor of Science degrees in Physics
and Sociology from the University of Wyoming and a Masters of Public Administration degree from the University of South Carolina.
Highlights of Mr. Freeman’s ICMA membership include: designation as a Corporate Member in March
2004 and a Ten Year Service Award in 2006.
Mr. Freeman has also made significant contributions to a number of other organizations, including:
the Reed City Rotary Club as President 2002-2003, the Reed City Area Chamber of Commerce as
President 2006-2007, the Great American Crossroads Celebration as President 2005-Present, the Michigan
Local Government Management Association as a member of the Small Communities Committee and the Membership
Services Committee, and the Meceola Central Dispatch Authority as Vice Chairman.
